INDIANA -- New restrictions on SNAP purchases are taking effect this week in Indiana, limiting which foods can be bought using benefits.

SNAP recipients are no longer allowed to use benefits to purchase certain sugary drinks or candy. State officials say the change is part of the Smart SNAP initiative, designed to promote healthier eating among Hoosier families.

Indiana Family and Social Services Administration officials point to data showing that 66 percent of adults in the state are overweight or obese, with many not eating fruits or vegetables on a daily basis. Supporters of the policy say reducing access to sugary items may encourage better nutrition choices.

Critics of the change argue the restrictions place additional burdens on people who are already struggling with food insecurity.

Under the new rules, sugary drinks are defined as non-alcoholic beverages containing natural or artificial sweeteners, excluding milk-based drinks and 100 percent fruit juice. Candy includes sweetened products such as bars or pieces that do not require refrigeration.
